County staff told the board that Congressman Riley's office had helped submit an application for a potential $500,000 congressional grant to support a new fairgrounds building. Because the federal process in this case limited direct nonprofit applicants, staff said CEDC agreed to serve as the applicant and would transfer awarded funds to the fair if the grant is approved.
