Section 749.08 would require site plans to identify utilities (water, wastewater, electric, gas), transmission lines, permits from outside agencies, emissions, grid interconnection details and confirmation of public-utility capacity before a data-center conditional-use application is accepted. Mrs. Dunlap told the commission the county would rely on applicants to demonstrate capacity and that utility upgrades would be the applicant’s responsibility.
On power and cooling, the draft bars diesel generators as a primary source of power (allowing diesel only for backup during outages) and limits generator testing to once per week between noon and 5 p.m. on weekdays; closed-loop cooling would be required and wells could not be used as a water source. The draft also requires applicants to submit a decommissioning plan that includes timeframe, estimated cost, salvage value and financial assurance such as a letter of credit or escrow account.
