Staff told the commission the proposed code encourages an office-building exterior and sets parking at one space per employee on the largest shift plus three visitor spaces; loading must be side or rear and ground-mounted equipment is prohibited in the front yard. "An office building aesthetic on the exterior was encouraged. Parking was set as 1 spot for each employee on the largest shift plus three visitor spots," Mrs. Dunlap said while explaining Section 749.03.
