Mike Richetta of Chamlin & Associates told the Spring Valley City Council that the city "is approved for an EPA loan for the new Well and Watermain replacement in the amount of $7.9 million with $1.9 million forgiven," and that work could begin in December with a roughly 7–8 month construction window.
