Human Resources Director Kelly Munyan told commissioners that Finney County historically treated performance management as a compliance task and that only about 60% of employees receive annual evaluations. Munyan recommended a phased approach: implement NEOGOV’s performance management system in year 1 and add the learning management system in year 2 to support training and retention.
"Only about 60% of employees receive an annual performance evaluation, and many evaluations provide limited opportunity for meaningful feedback or employee development," Munyan said. Year‑1 implementation and subscription costs are estimated at $13,493.40 and funding is available from the human resources equipment reserve.
Commissioners discussed elected officials' participation and how the software will be rolled out across county departments. The board approved the purchase by motion.
Why it matters: County staff said a modern software platform will improve evaluation coverage, support 30/60/90‑day onboarding check‑ins and enable future merit/compensation decisions tied to documented performance.
