City planners told the council the Lockwood Drive culvert—which collapsed several years ago and has been stabilized temporarily—needs a permanent fix and that the city will apply to the Westchester County Flood Mitigation Fund for assistance. Planner Carol Sammel said the city engineer’s earlier estimate put the project around $2 million; the county grant would match approximately 50% (up to about $1 million).
