Council held a lengthy discussion on the fire-suppression connection fee (previously set at $28,000) and whether the methodology for the buy-in amount remains appropriate. Councilmembers arguing against the fee said charging a large, one-time connection could discourage business and amounted to "double taxation" because other taxing districts exist; those defending the fee cited Idaho Code (Title 63) and engineering valuation supporting the current level.
