City planning staff introduced the scope for a cumulative environmental impact report (EIR) covering three proposed waterfront transit-oriented development sites and asked the Planning Commission and public for comments. Staff emphasized this is a city-level cumulative study — individual developers will still prepare project-level impact statements — and said today was the comment deadline. ‘‘We as a city are undertaking an environmental study of the potential for cumulative impacts,’’ the planner said.
