Peekskill council appoints CPL as interim city engineer while roles are split

The City of Peekskill moved Wednesday to split the combined city engineer and Department of Public Works superintendent job after the retirement of Chris Gross and appointed engineering firm CPL as interim city engineer through Dec. 31, 2025.
City manager (speaker 3) told the council the city has worked with CPL and that the code permits a professional consultant to serve as city engineer. “I would like, to ask the council to consider appointing CPL, who has already been appointed on 01/06/2025, as the engineer for the planning commission to fill the role of ... city engineer between tonight and the end of the year,” the city manager said during the meeting. He said the change is intended to let the DPW superintendent focus on operations while CPL handles technical engineering review and strategy.
Council adopted the appointment as Resolution J17; the resolution names CPL as city engineer immediately and authorizes the appointment through 12/31/2025. Councilmembers asked about hourly rates and budget impact during the discussion; the city manager said salary savings and existing contracted engineering services mean he does not expect a large budget hit for the remainder of the year.
The council vote was unanimous. The city manager said he will bring a recommendation next year on whether to solicit bids or continue with the professional service.
