Commission reviews B3 code changes to create P1 parks and align parkland rules with chapter 10

City planning staff led a workshop proposing edits to the B3 code to formally define P1 as a parks-and-open-space place type for city‑owned parkland, add monument-sign allowances appropriate for parks, and align the land‑development code with chapter 10 parkland‑dedication requirements.

Staff said the goal is to make the code consistent with the city’s park-enrichment fee and parkland-dedication process so there are no contradictory standards for developers. Under the proposed changes P1 would be reserved for public parkland maintained by the city; private parks would remain allowable but belong in different place types. The staff presentation also recommended that parkland dedication and related park improvements be phased early in a development (first phase) so the community receives amenities sooner.

Commissioners asked about community gardens and sign and lighting standards; staff said community gardens are not currently defined as public park space but that staff will explore the option and return with recommendations. The workshop concluded with general support and direction to return the draft language to a future meeting for formal action.
