Staff said the changes make the code more usable, add flexibility for developers while protecting the city’s ability to secure parkland via exactions, and establish coordination steps with BISD for school‑site selection. Commissioners praised staff work and voted to recommend approval of both amendments to City Council for first reading on Oct. 21.
