Chris Rogers, a Blue Ridge resident, asked the council to clarify responsibility for culvert maintenance on State Road 545 after erosion following recent storms exposed a gas line near his property. Rogers said he had contacted TxDOT previously and that TxDOT "will not maintain ditches" beyond the pavement; he asked whether the city would take action or whether property owners are responsible.
