Multiple participants raised concerns that parents find the district complaint process confusing and intimidating, and that inconsistencies exist between the parent handbook and staff/employee policy. "This is from OSBA and COSA and everything else, a general email saying," S1 said while explaining the need to adhere to approved complaint procedures while also making them accessible.
