Trustees adopt municipal code changes on adjudication, special meetings and water rate structure

The Village Board on Aug. 10 approved several municipal code amendments on second reading. Manager Rivas and staff presented an amendment to allow Community and Economic Development to hold code‑enforcement adjudication hearings monthly rather than every two weeks under a section of the Illinois municipal code previously only available to home‑rule municipalities.
The board also adopted a change to the Village Code requiring special‑meeting requests to be submitted at least five business days prior to the meeting start, except in bona fide emergencies. Manager Rivas explained the change as intended to provide staff and trustees sufficient notice while retaining an emergency exception.
Finally, trustees approved an amendment to Chapter 25 regarding water rates and charges that separates the pass‑through supply charge from a village operations charge and provides an automatic 2 percent annual increase to the village component; staff said the village’s five‑year financial forecast already assumed roughly a 2 percent revenue increase. Each ordinance passed on roll call.
