Commissioners reviewed the code definition for 'personal services' and confirmed it includes activities such as massage therapy, hair cutting, tutoring and mental-health counseling when conducted by residents. Staff explained the county expanded home-occupation and home-enterprise rules to allow client visits in many circumstances, distinguishing small personal services from larger salons or day spas that would change a residence's character.
