Commission refines HiAP review tool to emphasize Frederick County impacts

Jun 4, 2026

The Equity & Inclusion Commission reviewed versions 1 and 2 of a Health in All Policies (HiAP) review tool and directed wording changes to emphasize Frederick County and to highlight possible negative/unintended impacts; commissioners also favored a tiered description and optional simple scoring.

The full story

The Frederick County Equity & Inclusion Commission spent the bulk of its June 4 meeting reviewing and editing a draft Health in All Policies (HiAP) review tool intended for use across county departments. Members recommended multiple language changes, including replacing the phrase “decisions made across government” with “decisions made across our government,” changing references from “Co.” to “Frederick County,” and using bulleted content to replace lengthy paragraphs. The commission also asked that the tool explicitly capture possible negative or unintended impacts when reviewers assess policies and programs.
