A committee member told the meeting that a monthly violation report included a 'no contest' letter and that staff updated violation guidelines to increase penalties for first offenses. "We did update the violation guidelines to be a little bit stricter on the 1st offense," the speaker said, describing the change as intended to give the board latitude to warn or escalate depending on repeated violations.
