Tupper Lake board adopts shared highway services contract authorization

The Town of Tupper Lake Town Board unanimously passed Resolution #6 of 2026 on Jan. 12, authorizing the Town Supervisor to sign a standard contract that lets the Town participate in shared highway services with neighboring municipalities. The measure passed 5–0.
The resolution grants authority for the Town Superintendent of Highways to rent, lend, exchange or maintain machinery, equipment and supplies with other municipalities without obtaining prior board approval for each individual arrangement, while requiring a memorandum to record transactions and semiannual reporting to the board. The contract sets liability, reimbursement and workers‑compensation responsibilities and directs that transactions be evidenced by a written memorandum or, if absent, by the receipt of goods or services.
Supporters said the arrangement is intended to cut costs by avoiding unneeded purchases and reducing inventory storage. The measure also specifies that transactions must be consistent with the superintendent’s duties and not exceed highway budget appropriations. The contract is structured to expire after five years unless extended.
The board recorded its approval in the meeting minutes as a 5–0 vote by Supervisor Rick Dattola, Councilmen Tim Larkin, Adam Boudreau, Owen Littlefield and Councilwoman Crystal Boucher. The clerk was authorized to file copies with partner municipalities as listed in the resolution.
