Carlin budget workshop: ambulance engine replacement could exceed $34,000

At a April 8 budget workshop, Carlin Volunteer Fire Department leader Linda Bingaman told the council that “one ambulance required a new engine due to improper removal of the EGR system years ago.” The city has sourced repair quotes and received a rebuilt ambulance that still needs equipment installation and state inspection before entering service.
City Manager Richard Braithwaite said the tentative budget includes $34,000 for an engine replacement but Bingaman estimated additional repairs—EGR and exhaust components and shipping—could raise the total to about $39,000. Director of Public Works Joe Massa said the ambulance’s current engine has over 160,000 miles and that past removal of diesel‑particulate equipment likely contributed to contamination and internal damage; he cautioned that a full teardown would be needed to determine whether a crate motor, a rebuild, or a used unit is appropriate.
Councilmember Denise Taylor asked specifically about warranty coverage. Massa and other staff said any warranty might be limited or voided by the vehicle’s prior modifications. Mayor Dana Holbrook suggested exploring cheaper rebuild options and the council heard that Eureka County’s spare ambulance remains available under a one‑year contract if the city needs interim coverage.
The council received the report for budget planning; staff did not make or record any formal motions at the workshop and were asked to return with options and more precise cost estimates before finalizing the tentative budget.
