An engineer for Lennar Homes introduced Winslow Trail Section 1 as a preliminary floodplain variance: the project proposes approximately 840 cubic yards of fill within the Mud Creek floodplain and commits to at least 3:1 compensatory storage. The site is between 146th and 156th Street and borders Mud Creek; Burke Engineering will perform a detailed review of the project's impact on Mud Creek before the board considers final approval.
Board members stressed the area's history of downstream flooding and asked for additional technical information, including stage–storage or stage–discharge curves, to ensure the compensatory storage functions similarly to existing conditions. "We are planning to provide the 3 to 1, which means that we're providing at least 3 times as much fill as we are proposing to fill," engineer Britney Edwards said. Staff emphasized the two‑meeting review process for floodplain fills and said the matter will return with recommendations from Burke Engineering.
