Bertram code enforcement: several cases this month and no citations written

When council asked how many citations had been issued to date, Ted said the department has not written any citations yet and is in an informational phase. "We haven't written any citations," Ted said. Council members acknowledged that enforcement is currently focused on education and compliance rather than citation issuance.
