Bertram council discusses code-enforcement SOP, delays adoption

Council members reviewed Resolution 609022426, a draft City of Bertram code enforcement standard operating procedure (SOP) intended to standardize how the city handles notifications, reinspection timing and potential abatement when property owners fail to comply.
Ted, the city's code enforcement officer, said the "main reason for having the SOP is so that we just have a sending operations so that we're doing the same thing evenly throughout the city so that we're not someone can't say, hey. We went and did this and this 1, but why aren't we doing it this way?" He told council the SOP is meant primarily to advance compliance through education but also to define the city's options, including abatement and placement of liens, if voluntary compliance fails.
Council members asked whether the draft was copied from other cities or built locally; staff said the draft was developed locally and later revised with legal review. Georgina said the attorney still needs to add legal language, and staff expects to return the item at the next council meeting with the attorney's edits and fee recommendations.
Because of that pending legal review and open questions about fee amounts and abatement procedures, council did not adopt the resolution and directed staff to present a revised SOP at a future meeting.
