Bertram council adopts updated building, safety and technical codes
Summary
The council adopted a package of updated model codes—including energy, building, mechanical, plumbing, fire and pool codes—largely updating local regulations to 2024 editions (and correcting the electrical code reference to NEC 2023 after discussion).
City staff and council considered a series of ordinances to adopt updated editions of model building and safety codes. Council members and staff said the ISO/fire rating review and recent discussions with local inspectors supported moving the city to more current codes.
Ordinances discussed and adopted in the meeting materials included (as captioned in the packet): an ordinance adopting the 2024 edition of the International Energy Conservation Code (ordinance 266‑102825), the 2024 International Fuel Gas Code (268‑102825), the 2024 International Building Code (221‑102825), the 2024 International Mechanical Code (267‑102825), the 2024 Plumbing Code (255‑102825), an alteration/one‑to‑two family structure ordinance (222‑102825), the property maintenance code (223‑102825), the swimming pool and spa code (269‑102825), and the 2024 International Fire Code (248‑102825). On the National Electrical Code item, staff corrected the referenced edition in discussion to NEC 2023 (the ordinance language was adjusted accordingly).
Council adopted the ordinances by motion and vote. Staff said moving to updated inspections and codes helps align local inspections with regional practice and ISO recommendations for insurance rating and safety consistency. The council did not record any separate roll call votes in the discussion beyond a series of motions and voice/hand approvals for each ordinance.
