On capital projects, Miller recommended monthly public dashboards to show progress and transparency, and stressed that a strategic plan should be paired with an annual action plan and performance reporting. "When we say we're gonna do something, we should do it, and we should report on that on a frequent basis," Miller told commissioners. She also highlighted the need for consensus-building and frequent briefings to keep commissioners informed and avoid surprises.
