Councilmembers questioned whether reducing the procurement threshold would help or hinder small-city purchasing objectives and recommended a written policy that requires a minimum number of bids and describes evaluation criteria. "If you have to go out for a bidding process for whatever, when it reaches a certain threshold, the transparency is there," Chair (Speaker 1) said, arguing a higher local threshold can allow the city to consider contractor experience and local value.
