Cold Spring to issue RFP for FEMA-funded Fishkill/Mountain intersection repairs

Bonafon Engineering presented a FEMA-funded plan to repair a damaged drain pipe and roadway at the Fishkill Avenue and Mountain Avenue intersection and to improve pedestrian access.

"So we're gonna propose to move the the 2 catch basins up just a little bit up Mountain Avenue to fit in a new crosswalk," consulting engineer Will Angelillo said as he described relocating catch basins, adding a crosswalk and resurfacing the intersection. He said the plan also includes a manhole to provide access for future maintenance and proposed a no-excavation relining alternate for the aging clay sewer.

Will estimated four to six weeks of heavy construction once a contractor is on board and noted FEMA would reimburse about 80 percent of eligible costs; the village would provide the state match. Trustees asked for a clearer cost spreadsheet and were advised the engineer would build the project to fit the allocated FEMA balance. The board moved to authorize Will to prepare an RFP to solicit bids for the work.

Trustees also discussed longer-term stormwater goals, including redirecting drainage into public rights-of-way (rather than across private property) so the village can manage maintenance and prevent conflicts with private structures. The board asked staff to circulate budget details and to coordinate timing to avoid overlapping the school traffic pilot.
