The legal & legislative committee proposed clarifying that the initial public-comment period remains 5 minutes and that any additional time granted after that would come in 2-minute increments granted by majority vote; the committee also proposed that allotted time may not be transferred or combined.

The county's legal & legislative committee recommended a revision to the public-comment rules that would keep the initial speaking time at five minutes but formalize how additional time is granted: any extension after the initial 5 minutes would be awarded in 2-minute increments by majority vote, and there would be no cap on the number of two-minute increments that could be granted.
