District lists completed facilities upgrades, with some projects delayed and contractor damages withheld

Facilities staff gave a multi-part update on capital projects completed in 2025–26 and those still in motion. The district reported an approved list of 39 projects budgeted at $2,994,300 and said 25 projects were finished by June 30 at a cost of $2,769,485; staff provided line-item examples including window and roofing work, gym and cafeteria upgrades at Gilchrist, and the completed children's gym.
Staff described problems with contractor DCI on the children's gym: the contract’s final completion date was Nov. 26, 2025, which DCI missed. The district applied liquidated damages of $1,000 per day and said it withheld $42,000; after addressing outstanding items, the district recouped a total of $54,853.96. District staff said some items remained unfinished or require redesign (for instance, Stern’s cafeteria refrigeration) and that budget constraints delayed projects such as Williamson Elementary windows (phase 2) and HVAC phases.
Board members asked technical questions about sequencing and temporary arrangements. Staff described the Ferguson modular installation (two classrooms) completed and planned for fall 2026 use and said the Gilchrist culinary room received a $29,641 grant from the Oregon Community Foundation for cabinetry, with furnishings and appliances still under review.
Staff said remaining projects will be prioritized in walkthroughs scheduled for late September into October and will return as a prioritized list for November board consideration.
