Commission staff: 2026 HUD action plan submitted; projects will be chosen through future RFPs

Jed, who presented the Safety and Development update, told the commission the city submitted its 2026 HUD action plan to HUD and that the plan currently allocates funding at the program level rather than naming specific grantees.

"We did just submit our action plan to HUD, yesterday for the 2026 funding," Jed said, adding that the plan establishes categories of projects to be funded but that "the projects have not... been selected" and that selections will typically follow via requests for proposals or procurement processes. Staff said some programs in the plan were proposed based on municipal staff experience and community input, including public hearings and assembly-member feedback.

Commissioners pressed staff for details on how programs were chosen and whether past plans had included named grantees. Staff replied that earlier action plans sometimes listed specific grantees but the current emphasis is on open, competitive processes; staff cited a recent $1.3 million supportive-housing RFP from the health department as an example of allocations later moving to RFPs.

Staff said they will publish a series of RFPs and requests for grant proposals in the coming months to distribute the funding identified in the plan and offered to follow up with attendees who wanted more detailed documentation.
