Commission approves development agreement for Silver Commons, sets 10-year development term

Following the rezoning vote, county staff and the applicant described the associated development agreement and project plan that bind the specific uses, site design, architecture, and amenities for the Silver Commons project. Staff explained that, unlike standard zoning, Planned Development approvals are tied to a development agreement that clearly spells out what the county may approve within the project area.
Victoria (speaker 13) noted the agreement includes a 10-year term: "The development agreement has a 10 year term. So build it in 10 years or come back in." Staff emphasized that the agreement also includes a use chart, amenity and trail commitments, and architectural renderings. Commissioners approved the resolution adopting the project plan and development agreement for Silver Commons, while one commissioner urged the developer to coordinate commercial and residential phasing so services are available as housing is built out.
