Commission weighs whether to require architectural elevations now or rely on ACC

Staff and the applicant debated whether architectural elevations should be included as an exhibit in the development agreement (condition 3.5) or whether an Architectural Control Committee (ACC) and later design review would be sufficient for the five custom homes.
Staff told the commission the standard condition (3.5) usually requires architectural elevations to be submitted with a PUD application as an exhibit in the development agreement, but Glassbell said there is no strict code requirement to include elevations and that the ACC could provide design review instead.
Mike Williams said the applicant has an architect identified and that the five lots will be custom homes, which is why elevations were not submitted with the preliminary plat. Daniel Miller and Glassbell said the commission may forward the application without elevations but keep the ACC requirement in the development agreement so that design controls remain enforceable.
Commissioners generally accepted relying on an ACC for design control for this small custom subdivision and did not press for continuing the hearing to receive elevations.
