City officials updated trustees on the municipal picture, saying the city budget fell from $68,000,000 last year to $58,000,000 this year, a decline they linked to statewide changes in tax revenue and rising contract costs. "This year, it's 58,000,000, so it went down by a full $10,000,000," an agency official said, adding that the sheriff's contract growth and insurance increases are creating pressure on the general fund.
