Board asks county to study MECO program barriers, language access and procurement pathway

Public Health and Environmental Health staff updated the Board on the MECO program, which permits microenterprise food operations. Staff described a shared‑services pilot, partner supports and a Health Trust‑funded VeggieLution pilot in East San Jose. Board members pressed staff about language access on application materials and whether the county could help MECO operators become county vendors for procurement and catering opportunities.
Supervisor Young moved — and the Board approved — a motion to receive the report, request an off‑agenda report addressing language‑access needs, program barriers, landlord issues and opportunities to streamline procurement enrollment for MECO operators; staff were also authorized to apply for up to $300,000 in grant funds to support program access. "If we conclude that the process, the steps, the paths of engagement...to avail themselves of language access assistance, that'll be really helpful," Supervisor Young said.
