The staff presentation said the program has a carryover balance of roughly $20,000 from prior years and that anticipated revenue collected at year‑end would be $43,620 if no further development occurs. “With those factored in, we're looking at somewhere around $153,960 by the end of the year,” the staff presenter said, and added that $265,860 represents a hypothetical maximum if every entitled parcel reaches occupancy.
Committee members pressed for clarity on timing and whether the current balance is included in projections. One member asked, “Does that include the $20,000 that we already have?” Staff replied that the $43,620 figure does not include the existing carryover; it would be added on top of the current balance.
Members noted the wide variance between scenarios and the implications for planning. A committee member said the baseline vs. entitlement‑adjusted projection “is a huge difference,” and staff emphasized the estimates’ uncertainty because entitlements can expire or not proceed to occupancy.
The committee asked staff to circulate the spreadsheet and a draft map (as discussed elsewhere on the agenda) before the next meeting so members can comment and better understand how revenue scenarios tie to specific subdivisions.
