Winston Solar project approved administratively; applicant seeks setback amendment for transmission corridor

Gavin Henderson told the planning commission that staff issued final approval for the Winston Solar planning and development application and that the project is approximately 2,374 acres with an estimated 400-megawatt capacity.
Henderson said the applicant has requested a PD amendment to reduce setback requirements on the eastern boundary so transmission lines can be routed north to the substation rather than closer to Penrose-area residents. “They’re trying to reduce their setback…to allow those lines to run north into the substation instead of having to run west, right on the backside of those Penrose residents,” Henderson said.
