County board updates solar permitting rules, keeps most changes as housekeeping

The Adams County Board approved two ordinance changes aimed at updating commercial-solar permitting language and incorporating the new provisions into the county code.
Doctor Rich, presenting the legislative and judicial committee’s recommendation, characterized most edits as housekeeping but noted a substantive change in how per-megawatt fees will be handled: under new state guidance those fees will not have to be refunded and the county may retain a portion. The committee discussed the growing workload for the county engineer and suggested using permitting fees to fund outside consultant support if needed.
Committee members also referenced litigation in other counties that may reach the Illinois Supreme Court and urged staff to stay informed as battery-storage and data-center applications evolve. The board approved the two ordinances by voice vote.
