Administrator McCafferty presented a final draft Recreation Fee Ordinance and accompanying Request Form that lays out proposed fees for the use of borough fields and facilities and recommended introducing the ordinance in September with implementation planned for 2026 if the council approves. Mayor Razze asked that the ordinance language clarify distinctions for non-resident and commercial use; Councilman Mazzola raised the need for explicit nonprofit exemptions on the Request Form.
The Administrator said the ordinance’s Section 2 already addresses exemptions and use categories but acknowledged the Request Form does not explicitly display those provisions and can be corrected. Borough Solicitor Wright reminded council that any fee increases across departments must be tied to the actual cost of providing the service and cannot be used simply as a revenue source: "any fee increases would need to be equated to the actual cost expended by the Borough for these services and could not just be used just as a revenue generator, as that would be considered an illegal tax." Council feedback will be incorporated before the ordinance is introduced.
