Dave Dixon, the consulting city planner, told the Lighthouse Point Planning & Zoning Board that the evaluation and appraisal report (EAR) for the city’s comprehensive plan was completed and transmitted but that state reviewers flagged several policies for conflict with recent legislation (cited during discussion as Senate Bill 180).
Dixon said some flagged policies were originally adopted to keep the city consistent with Broward County’s land‑use plan and that a handful of provisions — notably certain economic development and frontage orientation policies — were found to conflict with the state's new law. "This is the comp plan update evaluation and appraisal reporting back again after it had been fully approved, fully transmitted, and all the proper time frames," Dixon said. The board discussed population projections, reporting of affordable housing supply and whether the city should pursue policy changes; staff noted projections rely on American Community Survey sampling and that the city currently has no required minimum for affordable units.
After questions about potential unintended burdens on existing property and whether local policies could be preempted by state law, the board moved to recommend transmittal of the updated plan elements to the City Commission and state agencies for further action.
