During the public hearing, the board discussed solid-waste billing changes after learning that recyclables would now incur a fee. The minutes state the village "was not aware of the recyclable charge in the current budget until after the budget was adopted" and that bids (alternated with Valatie) were opened after the budget was adopted, which left the village with insufficient budgeted funds for the service.
