Board members pressed staff about how the state defines proficiency levels and how recent changes affect comparability across years. The presenter said the state is discouraging the characterization of Level 2 as “grade level,” and emphasized the district’s focus on increasing students in Levels 3 and 4. “They just said they were not really supposed to say anymore that it's level 2 is grade level work,” the presenter said.
