Summary
Commissioners identified and instructed staff to change draft section 25 9 0 2 after concerns that it would permit transfer of conditional use permits (CUPs) rather than require reapplication when ownership changes.

Commission members raised objections to draft language in section 25 9 0 2 that, as written, would allow the Board of County Commissioners to transfer a conditional use permit (CUP) when a property or business changes hands. One member said owners should reapply rather than have permits transferred automatically.
"The last section, 25 9 0 2, transfer of conditional use permit, I think that's a bad idea. I think they need to reapply if it sells," said Connie. The Chair and other members agreed the provision should be removed or edited; Jenny confirmed the county regulations previously have not allowed transfer of CUPs and staff will amend the draft. The commission instructed staff to revise the draft so permits require reissuance or clear County-initiated review when ownership changes.
No formal vote was taken on the draft language during the workshop; the item will return after staff red-lines the change and provides the revised language for the commission's review.
