Contractors discovered contaminated soil while preparing the final leg of sewer work at Railroad Place. The board reported a DEC spill-response presence and laboratory samples taken; the engineer recommended widening the trench from 6 to 8 feet, removing contaminated material and stockpiling it on-site for periodic state removal.
