Council approves resolution to abate long-running code violations

Bonner Springs City Council voted to authorize city-initiated abatement of ongoing municipal-code violations after staff told the council that prior enforcement and court actions—including jail sentences in at least one case—failed to bring the property into compliance. Mark Lee, the community development director, told the council: "Therefore, the last and only remaining step in our process is for the city to abate the violation as allowed for in the municipal code and assess all associated costs to the property owner."

Council members discussed delays tied to the city's DigiTicket enforcement workflow and options for recovering costs. Staff said abatement work would be charged to the property and placed on the tax roll if unpaid; council members noted county liens and homestead exemptions can limit enforcement until a property transaction occurs. A motion to adopt the resolution was made by a council member and seconded; the clerk recorded voting in favor and the motion passed. The council directed staff to proceed with abatement and to provide follow-up details to the council as costs are finalized.
