Assistant City Manager Terrell Smith summarized a Donation Box Site Plan proposed for 2721 Sam Rayburn Highway. After discussion, Councilmember Dana Conklin moved to deny the site plan and Mayor Pro Tem Craig Ackerman seconded the motion. The council voted 7–0 to deny the application.
