Council approves $167,813.70 fire-station pay application after contested recusal request

Councilmember Ryan Dunlap moved that Councilmember Tina Goede refrain from participating in discussion and voting on Pay Application #19 for the Fire & Emergency Services Facility Project, stating his belief that Goede had a potential conflict of interest. CM Goede responded that she did not have a conflict. City Attorney Richard Hansen advised that payments are made to contractors and that Goede’s employment status with the city does not, under the law, create a conflict of interest in this matter. The motion to request recusal failed on a 1-4 vote, with Dunlap in favor and the other four members opposed.
