Commission deems Vinton Hayes sketch plan complete for 595‑unit development; traffic study items pending

The commission voted to deem complete a sketch plan for Vinton Hayes, a proposed 180‑acre development that would include about 595 residential units and roughly 18 acres of commercial sites. Planner James said the plan meets sketch completeness criteria (example: density reported at 4.6 units per acre, under the 10 units/acre maximum) but noted two outstanding items: the traffic impact study needs reconciliation of dwelling counts with the Department of Highways and sidewalk locations along Vinton Lane and Augustine Avenue will be finalized at preliminary plan.

Applicant Jim Perry of Elm Street Development answered questions about sidewalks and offered flexibility: the applicant said they can build sidewalks on their frontage or contribute to a planned multi‑phase trail project that runs nearby. Commissioners asked to see the traffic study amendments prior to preliminary plan submittal. The commission voted to consider the sketch plan complete and scheduled a public hearing on the preliminary plan for May 27.
