Engineers: TWDB projects moving toward bids; wastewater permit delay halts sludge hauling

Tommy Valle and Jake Blair of KPA Engineers updated the council on projects the city has before the Texas Water Development Board (TWDB). They said projects still in TWDB review would proceed to bidding once the board approves them, and the hope is to advertise bids in early 2025.
Valle and Blair also reported a separate operational problem: a miscommunication delayed submission of renewal information to the Texas Commission on Environmental Quality (TCEQ) and, as a result, the city did not complete a timely renewal. The city submitted an application for a new wastewater permit and, in the meantime, is unable to haul sludge until that new permit is issued.
Council members asked clarifying questions; the transcript records no vote or formal directive tied to the permit item at this meeting. The council did receive a status update on TWDB timing and the operational constraint on sludge hauling.
