Commissioners authorize RFP for Strand stormwater fixes; engineer outlines $390,000 plan and tree protections

The Oxford commission voted to authorize an RFP for stormwater improvements at The Strand after an in-depth presentation by town engineer Wayne. The engineer described moving a bioretention pretreatment area to the pond edge, adding a concrete sidewalk and a Biomat beach access moved roughly 150 feet, and installing a check valve to prevent tidal backflow.

Wayne told commissioners the project estimate is "about $390,000," and staff noted the town has $300,000 of state funding in hand; the town would fund the balance and could use ARPA dollars if needed. Wayne outlined a procurement timeline of roughly 30 days to bid and 60 days to start work after award. Residents raised concerns about tree-root impacts in the project area: Bob Herkner, a local resident, urged careful review of the critical root zone, warning that cutting feeder roots can lead to long-term canopy decline. Wayne said the design shifts grading and swales to avoid disturbing the drip line and critical root zones where possible.

Commissioners discussed time constraints tied to ARPA spending deadlines and state review requirements. After questions and public comment, the commission voted to release the RFP to obtain contractor proposals and move toward construction readiness.
