Huachuca City Council opens discussion on tiny homes, ADU code changes

Mayor Johann Wallace opened a work session on Jan. 29, 2026, that included a presentation and council discussion about allowing tiny homes and accessory dwelling units (ADUs) within Huachuca City limits. Dr. Jim Johnson presented the recap and potential code changes and the council moved to open the item for discussion.

Dr. Jim Johnson said a tiny home "can be classified as an Accessory Dwelling Unit." He outlined possible setback changes — "Lowering side setbacks from 7' to 5' or 3'" — and several constraints that would apply if ADUs are permitted. The presentation in the record states: only one ADU per single-family lot; ADUs can be attached or detached; an ADU must be accessed from the main street (not from the alley); ADUs cannot be subdivided or segregated in ownership from the primary dwelling; ADUs "cannot contain more than one bedroom"; and ADUs must be serviced by the same water, sewer and electric utility providers and meters as the primary house (no separate meters).

Johnson also told the council each ADU should have a separate and independent entrance from the primary house and must meet the same design standards as the primary dwelling. The presentation noted that the primary house must meet minimum property/building maintenance standards before an ADU can be approved.

Council members discussed these options and there was no recorded ordinance vote at the session; the minutes indicate the item was opened for discussion and staff were to receive direction for possible future action.
