District clarifies ESL exit rules; administrators say staff shortages slow exits

The Presenter also provided enrollment and staffing details: 26 students are enrolled in the program (two were denied enrollment), and the district employs seven ESL teachers — three certified and four not certified — while indicating a need to hire five additional ESL teachers. Administrators said progress to the advanced-high level is often multi-year for students who enter as beginners and that improvements are expected but immediate exits are uncommon.
